Focuses on building bottom-up societal resilience against organized crime, criminal governance, and violent recruitment. By mobilizing local civil society organizations, community leaders, and women’s groups, this pillar establishes community-led early warning networks to document and mitigate threats such as banditry, kidnapping, and illicit trafficking without exposing residents to retaliation. Through the Preventive Program in Schools Initiative (PPSI), it directly engages at-risk youth with targeted civic mentoring, peace education, and resilience training to interrupt recruitment pipelines into gang violence and non-state armed syndicates.
