The Center presents its Policy Brief on Aletheia Procurement Integrity: Enhancing Transparency and Integrity in Public Procurement Practices

Public procurement is one of the largest areas of government spending, and one of the most vulnerable to inefficiency, mismanagement, and corruption. Complex processes, discretionary decision-making, and weak oversight often create significant integrity risks, undermining service delivery, infrastructure development, and public trust.

To address these challenges, the Center is proud to present its Policy Brief on Aletheia Procurement Integrity (Aletheia PI), an innovative approach to strengthening transparency, accountability, and trust in public procurement systems.

What is Aletheia Procurement Integrity?

Aletheia Procurement Integrity (Aletheia PI) is a data-driven procurement integrity system that enables institutions to monitor, assess, and improve procurement processes across their full lifecycle, from planning and tendering to contract award and implementation.

At its core, Aletheia PI applies risk indicators and red flag analytics to procurement data, helping identify patterns associated with integrity risks, such as:

  1. Limited or non-competitive bidding
  2. Irregular procurement procedures
  3. Contract alterations that may signal manipulation
  4. Weak or inconsistent compliance practices

Aletheia PI uses these red flags to spot potential risks early, enabling faster and more effective responses.
